8 JSTortir Carolina Board of Health the germ of lockjaw or tetanus. In 1892 the germ of influenza was discovered. and in 1894 the germ of bubonic plague was discovered. The important facts to note in this connection is that between the years 1875 and 1895 the specific causative germs of fifteen important diseases were discovered. Out of these discoveries and based upon this knowledge of certain diseases being due to seeds or germs, and of the way in which these seed or germs are conveyed from the sick to the well, that is, the means by which disease is spread, public health activities and public health organizations, the definite and active participation of the Government in the control of disease came into existence.
