FOURTEENTH BIENNIAL EEPOKT 7l Dr. Spencer then moved that Colonel Lndlow be ])aid $1,000 annually for his services as sanitary engineer, and that this compensation should apply to the fiscal years of 1911 and 1912. Dr. Kegister seconded the motion. The motion Avas carried unanimously and it was ordered that Colonel LudloAv be paid $1,000 annually for expert services rendered the Board for the fiscal years 1911 and 1912. The advisability of allowing the Secretary to act as an expert witness in the courts of the State was then considered, and the Board finally decided that the Secretary should be allowed to act as an expert witness in any case that in his judgment such services would not interfere with his official duties provided that he Avas paid not less than $50.00 per die^n and expenses. Dr. Register moved lhat the President appoint an auditor to make an annual inspection and report upon the system and condition of the accounts of the State Board of Health. I will proceed at once to declare the conjoint meeting of the State Board of Health and the North Carolina Medical Society in session. ANNUAL REPORT OF THE SECRETARY OP THE NORTH CAROLINA STATE BOARD OP HEALTH POR 1911-1912. Mr. President, Members of the State Board of Health, and Fellow Members of the Isorth Carolina Medical Society: I have the honor to submit, in obedience to section 8, chapter 62, Laws of 1911, this, the annual report of the Secretary of the State Board of Health. I have asked Dr. C. A. Shore, Director of the State Laboratory of Hygiene, and Dr. John A. Perrell, Assistant Secretary for the Eradication of Hookworm Disease, to prepare and read that part of this report which relates to the work of their respective departments. This they have kindly consented to do. I shall deal, therefore, more directly with the general concerns of the Board. The Health of North Carolina—Methods of Arriving at Conclusions. The writer confesses to the limitation of his knowledge of methods of investigation of public health to one only reliable and universally accepted method. This method of studying health or diseases in any part of the social organism, town, county. State, or nation, consists of a study and interpretation of the vital statistics of the body politic under investigation. Therefore,
