Biennial Report or The Eugenics Board of North Carolina 11 dren, or an average of 3.1 children each. This fact demonstrates the importance of early referrals to the Eugenics Board if the program is to be most effective. As indicated by Table 15, 55 per cent of the operations were performed within one month of authorization and 75 per cent within two months. Only 7.5 per cent of the operations authorized were not performed during the biennium. These data indicate that prompt attention is given to the order of the Eugenics Board in the majority of cases. Thirty hearing cases were held before the Board during this biennium, as provided by the Eugenics Law. Written consents for the operations were filed by the patients and/or the next of kin in the remaining 620 cases authorized.
