Francis Donnell Winston (1857-1941) was a lawyer , judge , state legislator , and lieutenant governor of North Carolina , as well as a trustee of UNC for over 50 years . He assisted in the white supremacy campaigns of 1898 and 1900 , authored and introduced a bill to disfranchise Negroes , which passed in 1899 , and served as the U.S . district attorney for the Eastern District of North Carolina from 1913 to 1915 .
