Historical Notes | Future governors James Hasell and Richard Caswell were two of the four official signers of North Carolina’s 1768 issue. Hasell would serve briefly in 1771, for only a month, as colonial governor. Five years later, Caswell—a native of Maryland—would be elected by fellow legislators to serve as the first state governor of North Carolina. |
